Israel is facing intensifying international condemnation for its killing of starving Palestinian civilians in Gaza, and its attacks on humanitarian efforts, as the UN secretary general, António Guterres, said the “last lifelines keeping people alive [in the strip] are collapsing”.
Speaking to the UN security council on Tuesday, Guterres described the situation in Gaza as a “horror show” condemning the Israeli attacks on UN offices.

The students who studied, took TOEFL (Test of English as a Foreign Language) tests, wrote admissions essays and did virtual campus interviews under the most horrendous conditions imaginable – many from tent homes and makeshift wifi hubs – now must wait for a government decision.
To not act is to decide to leave them without these hard-earned educational opportunities.

Open source software is open digital infrastructure that our economies and societies rely on. Nevertheless, open source maintenance continues to be underfunded, especially when compared to physical infrastructure like roads or bridges. So we ask: how can the public sector better support open source maintenance?
As part of our efforts to support developers, GitHub’s developer policy team has commissioned a study from Open Forum Europe, Fraunhofer ISI and the European University Institute that explores how one of the open source world’s most successful government programs, the German Sovereign Tech Agency, can be scaled up to the European Union level. That study was published today. Here’s what it says and what you can do to help make the EU Sovereign Tech Fund (EU-STF) a reality.
There is a profound mismatch between the importance of open source maintenance and the public attention it receives. The demand-side value of open source software to the global economy is estimated at $8.8 trillion, and the European Commission’s own research shows that OSS contributes a minimum of €65-95 million to the EU economy annually. Basic open source technologies, such as libraries, programming languages, or software development tools, are used in all sectors of the economy, society, and public administrations.

The flip side of everybody benefiting from this open digital infrastructure is that too few feel responsible for paying the tab. The Sovereign Tech Agency’s survey of over 500 OSS maintainers showed that a third of them are not paid at all for their maintenance work, but would like to be. Another third earns some income from OSS maintenance, but is not able to make a living off this work. Perhaps even more alarmingly, a third of respondents are solo maintainers, and almost three quarters of surveyed projects are maintained by three people or fewer. As prominent security incidents such as the xz backdoor or the Log4Shell vulnerability have shown in recent years, it can mean serious risks for the OSS community’s health and the security of our global software ecosystem if too much is put on the shoulders of small, overworked, and underappreciated teams.
At GitHub, we are helping address this open source sustainability challenge through GitHub Sponsors, the GitHub Secure Open Source Fund, free security tooling for maintainers, and other initiatives. Yet we recognize that there is a significant gap between the immense public value of open source software and the funding that is available to maintain it, a gap that this research is seeking to address.
Building on the success story of the German Sovereign Tech Agency, which has invested over €23 million in 60 OSS projects in its first two years of operation (2022-2024), the EU-STF should have five main areas of activity:
The study proposes two alternative institutional setups for the EU-STF: either the creation of a centralized EU institution (the moonshot model), or a consortium of EU member states that provide the initial funding and apply for additional resources from the EU budget (the pragmatic model). In both cases, to make the fund a success, the minimum contribution from the upcoming EU multiannual budget should be no less than €350 million. This would not be enough to meet the open source maintenance need, but it could form the basis for leveraging industry and national government co-financing that would make a lasting impact.
Equipped with the learnings from the German Sovereign Tech Agency and other government open source programs, such as the US Open Technology Fund or the EU’s Next Generation Internet initiative, the study identified seven design criteria that the EU-STF must meet:
Right now, the European Union is ramping up the negotiations on its new multi-year budget for the period of 2028-2035, the Multiannual Financial Framework. GitHub’s developer policy team is presenting the findings of the study to EU legislators and mobilizing the support of industry partners to demonstrate the need for a novel instrument that allows the public and private sectors to work together on securing our open source infrastructure. We are delighted to partner with Mercedes-Benz, who contributed a foreword to the study and have been vocal supporters of the idea of an EU Sovereign Tech Fund from its inception.
Without sustainable funding and support, it is entirely foreseeable that ever more open source software projects will not receive the diligence and scrutiny appropriate for software of such criticality.

EL SEGUNDO, Calif. — Tally an assist for Luka Doncic months before opening night.
Marcus Smart credited Doncic for recruiting him to Los Angeles at his introductory news conference with the Lakers on Tuesday.
“When you get a guy like Luka calling… checking on you, trying to see where you’re at, to see if you want to come join something special that he’s trying to cook up over here,” Smart said. “For him to say that he can really use my help, that meant a lot.”
Smart, who cleared waivers after reaching a buyout agreement with the Washington Wizards, signed a two-year, $11 million deal with the Lakers, sources previously told ESPN. L.A. waived guards Shake Milton and Jordan Goodwin to have access to the biannual exception to sign Smart, 31, for more than the veteran’s minimum, sources said.
The 2022 Defensive Player of the Year and three-time All-Defense first-team member will be tasked with providing the Lakers with a point-of-attack defender on the perimeter after Dorian Finney-Smith signed with the Houston Rockets in free agency. And with 108 career playoff games under his belt — tied with Minnesota Timberwolves guard Mike Conley for the 18th most among active players — his experience will be welcome with a relatively new Lakers group that traded for Doncic in February and is coached by JJ Redick, entering his second season on the sideline. With LeBron James, No. 1 in all-time postseason games in the mix, of course.
“Just to be me,” Smart said when asked what his role will be on the team. “Come in and do what I do and that’s [being] a tenacious defender, just bringing the intensity that I bring, my leadership, my basketball IQ, as well. But just being the pest that I’ve always been.”
The fact that Doncic was so vigilant in his pursuit of Smart is certainly a good sign for how he views his long-term allegiance to the franchise. Doncic has two years left on his contract with L.A., including a player option for 2026-27. However, the Lakers will be able to offer the 26-year-old superstar a four-year, $222 million extension as of Aug. 2, according to ESPN’s Bobby Marks.
Smart is one of four new faces to join the team this offseason, along with center Deandre Ayton and forward Jake LaRavia, both free agent signings, and second-round draft pick Adou Thiero. L.A. won 50 games and earned the No. 3 seed in the crowded Western Conference last season before being ousted by the Timberwolves in the first round of the playoffs in five games.
Smart said that L.A. is equipped to hold its own in the West, which figures to be just as competitive in 2025-26 with the defending champion Oklahoma City Thunder and revamped Denver Nuggets and Rockets rosters providing formidable challenges — just to name a few teams.
“I think we stack right up there with the best of them,” Smart said. “And I think we can [compete]. Our ceiling is high. I think there’s no ceiling. I think if we all lock in and come and do what we’re supposed to do, we can have a real good shot at it.”
After spending the first nine years of his career with the Boston Celtics, the franchise that drafted him No. 6 in 2014 (when L.A. worked him out before the draft and selected Julius Randle at No. 7), Smart played just 54 games over the past two seasons with Washington and the Memphis Grizzlies because of injuries.
“I’m very motivated,” Smart said. “The last two years for me was, in my eyes, a disappointment. Injuries kind of stopped me and held me back. But, like I told my wife and my family, everything happens for a reason. And it’s funny that 12 years ago, I could have been here and now it’s full circle and I’m here.”

This seemingly simple equation underpins a vast array of machine learning applications, from spam filtering to medical diagnosis. Let’s unravel its magic.
Bayes’ Theorem is a fundamental concept in probability theory that describes how to update our beliefs about an event based on new evidence. In simpler terms, it helps us revise our initial guesses (prior probabilities) in light of fresh information. The theorem is expressed mathematically as:

Let’s imagine you’re a doctor trying to diagnose a patient with a rare disease (event A). You know the disease is quite uncommon (low prior probability P(A)). A specific test (event B) is available, and you know its accuracy: the probability of testing positive given the disease (P(B|A)) and the probability of testing positive even without the disease (P(B|¬A), where ¬A means “not A”). Bayes’ Theorem helps you calculate the probability that the patient actually has the disease (P(A|B)) given a positive test result.
Let’s say the prior probability of having the disease is P(A) = 0.01 (1%). The test is 90% accurate when the patient has the disease (P(B|A) = 0.9) and 5% likely to give a false positive (P(B|¬A) = 0.05). If the patient tests positive (B), what’s the probability they actually have the disease (P(A|B))?
First, we need to calculate P(B):
P(B) = P(B|A) * P(A) + P(B|¬A) * P(¬A) = (0.9 * 0.01) + (0.05 * 0.99) ≈ 0.0585
Now we can apply Bayes’ Theorem:
P(A|B) = (0.9 * 0.01) / 0.0585 ≈ 0.154
Even with a positive test, the probability of having the disease is only around 15.4%, highlighting the importance of considering prior probabilities and test accuracy.
One of the most common applications of Bayes’ Theorem in ML is the Naive Bayes classifier. This algorithm assumes that features are conditionally independent given the class label (a simplification, hence “naive”). Let’s illustrate a simple text classification example (spam/not spam):

Wuchang: Fallen Feathers is the latest high-profile Soulslike game, this time coming from Chinese developer Leenzee Games. Unlike some of the most recent Soulslike releases, Wuchang is more faithful to the formula created by FromSoftware’s Demon’s Souls and Dark Souls, but the changes it does make might be the game’s downfall.

Wuchang is an ambitious Soulslike, which helps it stand out in what’s one of the newest and most popular subgenres around. What keeps it from being great is that all these new systems are a chore to actually understand and use. I’m sure that if players perfectly grasp a balance of the systems, they could make a character with some amazing capabilities, yet it’s hard to reach that sweet spot playing through the game.
Just to get it out of the way, Wuchang’s story is like a lot of Soulslike games. You play as the titular Bai Wuchang, a pirate warrior suffering from amnesia who has to fight through different areas in ancient China during the Ming dynasty. People have been victims of “feathering,” the game’s sickness that makes the infected sprout feathers and eventually turn into monsters. Wuchang can harness the power of feathering, making her the ideal warrior to uncover what’s going on.
Is this a confusing and vague storyline? Yes, because it’s a Soulslike and that’s practically a requirement. The people you meet speak vaguely about other people and subjects that don’t make sense until you piece them together with item descriptions, clues found throughout the areas and environmental story elements. It’s hardly a storyline that you could fully figure out in a casual playthrough, so I’ll be depending on the lore guys on YouTube to piece the story together in the days and weeks after the game’s release.
What’s important for Wuchang – and any Soulslike that aims to stand out in the subgenre – is the gameplay, and it’s certainly unique. It’s dynamic but almost to a fault, with a lot of complexity getting in the way of combat flow.
As Wuchang, you have access to five classes of weapons: axes that do big damage but are slow; longswords that do good damage while allowing for parries; twin swords that allow for quick attacks at the cost of lower damage; one-handed swords that are in the midrange for damage and speed; spears that do solid damage while also being able to poke at a longer distance.
Throughout the game, you’ll come across different weapons of each type. There’s 25 in total, and they all have a unique look, abilities and stats from each other. So you’re not as overwhelmed as, say, in Elden Ring, where you have more than 300 weapons to choose from.
To make full use of these weapons, however, you have to work your way through the skill tree, and this tree represents a hurdle for the game as it overcomplicates things.
The skill tree reminds me more of the Sphere Grid from Final Fantasy X. It’s split into six paths, one for each weapon and one for general-purpose use with universal upgrades like adding to your healing flasks, being able to do more damage with certain effects, and getting more magic points. Along each path are also various stat improvements like adding an extra point to strength, endurance, agility and so on.
When you acquire enough red mercury, the souls or currency in the game, you can gain a level, providing a red essence that unlocks a spot on the grid. You need to go down these paths to power up Wuchang as well as the weapons, as improved attacks and mastery of a weapon also require going down each path. Then, at a certain point of unlocking more spots on the grid, the path extends to give you even more stats, abilities and so on.
